The Planning and Infrastructure covers the planning, management and maintenance of basic Municipal Services which includes

• Project management unit involveswith management and assisting with IDP projects
• Sewerage includes sewer reticulation and treatment
• Water includes water reticulation, storage and treatment
• Cemetery includes availing of graves as and when needed
• Storm water drainage control includes flood mitigation and catchment management and treatment
• Roads involves in the planning, construction and maintenance (grading, regraveling and resealing) of local public roads
• Electricity involves reticulation and maintenance of electricity supply
• Forestry involves looking after forestry and fire breaks
• Parks & grounds involves the cutting of grass along the side walks, vacant stands, open spaces etc

         The Social Development is subdivided into 3 sections:

• Social Development and Amenities
• Public Safety
• Primary and Environmental Health
  
  The core functions for these sections are:

• Management and support of poverty alleviation projects
• Management of public amenities
• Disaster management
• Fire and rescue
• Traffic law enforcement
• Consumer health protection
• Enhancement of environmental hygiene
• Management of communicable diseases and HIV/AIDS awareness
